Novosibirsk IEEE/LEOS Chapter was created 23 July 1999 (LEOS is the Society: lasers and electro-optics). Now Novosibirsk LEOS Chapter is the inter-regional organization; the members of Chapter are educators, scientific employees and engineers of Novosibirsk and Tomsk. Members of Chapter or the invited lecturers are reporting about their papers or are doing survey reports on regular meetings (the information on forthcoming reports and other current information can be found on Web-page Chapter - www.leos-nsk.nm.ru in section Novosibirsk Electronic Newspaper); lectures are read in 1-1,5 months. Novosibirsk Electronic Newspaper is being dispatched to members of Chapter and to interested persons.

IEEE/FOTONICS (LEOS) subsection LEO (FOTONICS) was created in the International conference ACTUAL PROBLEMS of ELECTRONIC INSTRUMENT MAKING" (АПЭП) in 2000, 2002, 2004, 2006, 2008 and 2010.

Siberian Student's LEOS (FOTONICS) Conference-competition was created on the basis of Novosibirsk branch IEEE/FOTONICS (LEOS) and it was spent every year at 2001г (First) and at 2010г. (Ninth)

Each Conference-competition has three competitions:

1. For students of the first years;
2. For students of older years;
3. For post-graduate students

Winners of three competitions receive prizes and diplomas; the best works are printed in works АПЭП at the expense of LEOS (FOTONICS).

It is supposed Siberian Student's (FOTONICS). LEOS Conferences-competitions to spend every year in April.

Chapter organically enters into system of the international cooperation: M.G.Noppe have read lecture 'Nonlinear theory of semi-conductor injection lasers' in French LEOS Chapter at 29.09.2000; R.M. De La Rue (Scotland) have read lecture 'Photonic Crystals and Photonic Microstructures: Technologies and Device Potential' in Novosibirsk LEOS Chapter at 05.04.2001; M.G.Noppe have read lecture "NONLINEAR LASER THEORY AND NATURAL LINEWIDTH" IN SEMICONDUCTOR LASERS" in Tel-Aviv University at 01.12.2008
